The predecessor of the Penang Chinese Town Hall was the Ping Chang Association, which was founded in the late 19th century. It was founded at the instigation of the British colonial rulers, and its main purpose was to coordinate the private parties and civil disputes among the overseas Chinese. During the Second World War, the Ping Chang Association was dormant. On November 16, 1974, under the call of Penang Chief Minister Tun Dr. Lim Chong Eu, all Chinese and community organizations in Penang should make up their minds to revive the Ping Chang Association as a center for everyone to express their social and economic wishes, and to unite the strength of the Chinese to effectively build a united Malaysian society. In the 1974 Ping Chang Association election, the goal of the reform plan was established, and the Ping Chang Association was renamed the Penang Chinese Town Hall. In 1975, the Penang Chinese Town Hall planned to build a ten-story building. The groundbreaking ceremony of the building was held on December 19, 1978, and the new building was completed in 1983. Since the reorganization, the Penang Chinese Town Hall has accepted Chinese organizations and individuals in the state as members to jointly seek the welfare of the Chinese community. As of 2016, the Penang Chinese Town Hall has a total of 520 group members and 48,978 individual members.
